Paul Morcos is a Lebanese legal expert and the founder of JUSTICIA Consulting Law Firm. He specializes in constitutional and financial law and has been active in legal and governance matters in Lebanon.
Morcos holds a French State Doctorate in Law from the University Nancy II Lorraine – France and has completed legal courses in the United States, including in Washington, Pennsylvania, Texas, and Nevada.
He is an appeal lawyer and the founder of JUSTICIA Consulting Law Firm. He also serves as the President of the JUSTICIA Human Rights Organization. His academic background includes studies in law and business laws at Saint Joseph University (USJ), the American University of Beirut (AUB), the Lebanese University, Sagesse University, and the Institute of Law.
Morcos has been appointed as Dean of the International Business League in Strasbourg and has contributed to legal reform by founding and chairing the Studies and Banking Affairs Committee at the Beirut Bar Association.
He has also served as an advisor to the Parliamentary Human Rights Committee and the Parliamentary Women and Children Committee, assisting in drafting and reviewing various laws.
He was the coordinator of the National Human Rights Plan, a project consisting of 23 booklets prepared by the Human Rights Committee in the Lebanese Parliament, with support from the United Nations Development Program (UNDP) and the Office of the High Commissioner for Human Rights (OHCHR).
Morcos has participated in international forums in Canada and Europe, lectured at the US Federal Bank, and spoken at the Union of Arab Banks in Lebanon and abroad. He has authored multiple publications and studies submitted to organizations such as the UNDP, the World Bank, the European Union (EU), and the UNESCO Regional Office in Beirut.
