The cease-fire agreement between Israel and Hezbollah started at 4 am this morning with the exact terms remaining unclear. 961 News got a hold of the document and reviewed the main parts.

It’s not extensive to the full agreement or what was agreed upon outside of it. We highlighted the important parts:

Lebanon will prevent Hezbollah and all other armed groups from carrying out any operations against Israel from Lebanon. Isreal won’t carry out any attacks against targets in Lebanon.

Israel and Lebanon maintain their right to self-defense. [Editor’s note: It is not clear if this clause is what’s been used to back “Israel’s right to attack/operate within Lebanon.” The clause is broad and leaves room to what constitutes the “right to self-defense”]

Lebanese army and security forces, infrastructure, and weaponry will be the only armed groups deployed South of the Litani

Any sales, supply, or production of arms into Lebanon will be regulated and controlled by the Lebanese government. To prevent reestablishment and rearmament of non-state armed groups.

Lebanon will grant freedom of movement to all necessary authorities including military and security forces to:

    • Monitor and enforce against illegal entry into and production of weapons within Lebanon.
    • Starting from Southern Litani, dismantle and prevent illegal facilities from producing arms, and dismantle illegal infrastructure and military positions.
    • Confiscate all unauthorized arms.

Lebanon will deploy 10,000 soldiers to Southern Lebanon as soon as possible.

The US and France will work with the international community to support the Lebanese Army and improve its capabilities.

    • The enhanced UNSCR 1701 hosted by UNIFIL, and chaired by the US and France, will monitor, verify, and assist in ensuring the enforcement of these commitments.
    • Israel and Lebanon will cooperate and facilitate the work of UNIFIL and ensure their safety
    • Will strengthen the capacity and training of the Lebanese Army to inspect and dismantle illegal sites and infrastructure above and underground, confiscate unauthorized weapons, prevent illegal armed groups
    • UNIFIL will continue its work. Israel and Lebanon will report any above violations directly to the UN Security Council.

Lebanon will deploy its army and security forces to all borders and all regulated and unregulated land, air, and sea border crossings. The Lebanese Army will deploy forces and set roadblocks and checkpoints on all roads and bridges in the South Litani Area.

Within 60 days, Israel will withdraw its forces in a phased manner south of the Blue Line. The Lebanese Army will deploy in the IDF’s place South of the Litani. Lebanese Army will then begin its obligations to remove all presence of illegal armed groups, weapons, and infrastructure.

Israel and Lebanon request the US, in partnership with the UN, facilitate negotiations between the 2 countries to resolve the remaining disputed points along the Blue Line.

The agreement states that these commitments work to enable civilians on both sides of the Blue Line to return to their lands and homes safely.

The US and France further intend to lead international efforts to support capacity building and economic development through Lebanon to advance stability and prosperity in this region.

Trump’s advisor, Dr. Massaad Boulos, clarified that this signed ceasefire agreement means disarming all militias including Hezbollah, outside of the state. Not just south of the Litani, but in the entirety of Lebanon. “Those celebrating this as a victory for Hezbollah should read the document.”
